CCC is the abbreviation for China Compulsory Certification; it sets standards to provide law base for the Compulsory Certification, to stipulate the range within which the products should be certificated, the usage of the CCC mark, the supervision of the certifications application procedure. In general, there are,
- According to the National Treatment Principles of the WTO, the government enforces a uniform compulsory certification system on all the products related to the human health securities, the health and life security of the animals and plants, the environment protections and the public securities. Certification and Accreditation Administration of the People's Republic of China is in charge of the organizing and management of the certifications.
- The features of the compulsory certification system are, the unified catalogue publicized by the government, the unified national standards, technique rules and implementing procedures , the unified mark, the unified certification fee standard. The new CCC marking system requires manufacturers of the products stipulated on the categories to obtain the CCC Mark before exporting to or selling in the Chinese market.
- As a commitment to the WTO and according to the National treatment principle of it, among the 138 kinds of products covered by the previous 'CCIB' and 'CCEE', the newly released Catalogue omitted totally 16 products, among them are the medical super sound diagnoses equipment and treatment equipment, etc., 10 other products including the safety glasses are added to the new catalogue. Actually there are 132 products listed in the catalogue of the China compulsory certification catalogue.
- The government stipulated that all the products with the CCC certification should bear the unified CCC mark. The name of the new compulsory certification system is: China Compulsory Certification, the abbreviation is 3C . This new mark will substitute the previous 'CCIB' and 'CCEE' marks.
- The government set new charge items and charge standard for the certification. The new fee items and the fee standards are made in accordance with the principles of non-profit and national treatment, comprehensively considering the current charge situations, comparing with the similar charge items and the charge standard abroad.
- The CCC Mark - C hina C ompulsory C ertification system was implemented on May 1, 2002 and fully effective on August 1, 2003, the previous compulsory inspection systems, namely product Safety Certificate system and the Import Safety Quality License system were abolished on Aug 1 st 2003.
